Abstract: Since the traditional probabilistic neural network (PNN) cannot systematically solve the difficulty of estimating probability function and the high space complexity, this paper introduces backpropagation (BP) algorithm into the classical PNN. By designing appropriate error function and BP algorithm based on the steepest descent, an improved BP-PNN is presented, with its algorithm and effectiveness deduced. Three synthetic datasets and ten benchmark problems have been tested, compared with Probabilistic Neural Networks (PNN), Multi-Layered Perceptron (MLP) and Support Vector Machine (SVM). The results prove that (1) the accuracy of classification of BP-PNN is much higher than PNN, and it has a significant …advantage compared with MLP and SVM; (2) BP-PNN has strong capacity to identify the importance of input indicators; (3) BP-PNN is a new pattern classification method to estimate the probabilistic function, reduce the space complexity and identify the importance of the indicators. Abstract: Reinforcement Learning (RL) is used to find the best policy. A policy is a rule that maps a given state to an appropriate action. The RL is used to learn utility functions for dynamic resource allocation. According to the future demand of resources, the learned policy maps the appropriate resources in a way that wasting energy and resources is stopped and Service Level Agreements (SLA) violation and Quality of Service (QoS) dropping are also avoided. However, The RL encounters a lot of problems in this field such as: having good policies in the early phases of learning and the learning …time to converge to the optimal policy. This paper deals with these problems using the appropriate initialization of Q learning and a new fuzzy approach to increase the convergence speed to the optimal policy. The fuzzy approach presented in this paper improves the accuracy and speed of convergence of Q learning. Firstly, the proposed method predicts the future workload, then determines the appropriate number of physical machines by using the optimal policy learned by improved Q learning. Abstract: Regarding the magnificent ability of the fuzzy logic in explanation and analyzing the real phenomena, using fuzzy data is growing rapidly. But the tools for doing data mining in a fuzzy data set; especially in high dimension, are not sufficient. Considering the remarkable ability of the LoOP (Local Outlier Probabilities) method in outlier detecting in high dimensional crisp data set, like supplying for each data object, determining outlier probability as scar which is easily explainable competitor on various synthetic and real world data sets, the aim of this article is to present an extended version of this method for using …in high dimensional fuzzy database. In order to provide a completely fuzzy strategy, first we propose a new approach to assigning distance between fuzzy high dimension data based on Hausdorff and Vertex distance. After proving that this distance measuring is a metric, since LoOP is a distance based method, we redefined the LoOP algorithm step by step based on the new meter. Then we allocate an outlier score in the range of [0,1] to each data based on LoOP idea, to identify the outliers. The presented numerical tests show the efficiency of the new method, for random cases of knowing and unknowing the outlier and a real case. The results shows also the stability and robustness of the presented method more that its accuracy. Show more

Abstract: The enhancement of small and micro enterprises’ technological innovation capability not only helps enterprise increase its core competence to adapt to the changeful environment, but also helps our country to increase its national competence. In order to enhance small and micro enterprises’ technological innovation capability, enterprises should build a well technological innovation system, increase the technology innovation input and be active in technological innovation activities, and at the same time, it is essential for the government to play a role of leading, make effective policies and build good environment. Therefore, it is necessary to collect and study on small and …micro enterprises’ technological innovation capability related data, cases and policies in order to know the current situation and trend of small and micro enterprises’ technological innovation capability. In order to make the above-mentioned work more convenient and more efficient, in this paper, we investigate the multiple attribute decision making for evaluating the technological innovation capability of small and micro enterprises with hesitant fuzzy information. Motivated by the ideal of dependent aggregation, we develop the dependent hesitant fuzzy Hamacher weighted geometric (DHFHWG) operator, in which the associated weights only depend on the aggregated hesitant fuzzy arguments and can relieve the influence of unfair hesitant fuzzy arguments on the aggregated results by assigning low weights to those “false” and “biased” ones and then apply them to develop an approach for multiple attribute decision making with hesitant fuzzy information. Abstract: In this paper, we define covering-based rough membership function for the tenth type of covering-based rough sets which was examined by Tsang et al. and obtain some properties about the rough membership function which bases on C 10 ¯ as well as characterize the covering-based rough set approximation operators from the viewpoint of numerical values. An example in evidence-based medicine are proposed to illustrate the practical application backgrounds of Pawlak’s rough membership function in real life. Abstract: Since the single valued triangular neutrosophic number (SVTrN-number) is a generalization of triangular fuzzy numbers and triangular intuitionistic fuzzy numbers, it may express more abundant and flexible information as compared with the triangular fuzzy numbers and triangular intuitionistic fuzzy numbers. This article introduces an approach to handle multi-criteria decision making (MCDM) problems under the SVTrN-numbers. Therefore, we first proposed some new geometric operators are called SVTrN weighted geometric operator, SVTrN ordered weighted geometric operator and SVTrN ordered hybrid weighted geometric operator. Also we studied some desirable properties of the geometric operators. Abstract: In this paper, we first extend the Heronian mean (HM), which can capture the correlations of the aggregated arguments, to aggregate the neutrosophic hesitant fuzzy set (NHFS) which is the generalization of neutrosophic sets (NSs) and hesitant fuzzy sets (HFSs). Abstract: Unmanned Aerial Vehicle (UAV) is very useful for information gathering in Intelligence, Surveillance, and Reconnaissance (ISR) mission. On the basis of uncertainty theory, the main purpose of this paper is to study a new kind of UAV ISR mission planning problem involving multiple objectives under uncertain environment. In particular, the mission planning objectives are influenced by the same uncertain factors simultaneously, that is to say, they are correlated or dependent with each other. In this case, the traditional multiobjective approach cannot guarantee the uncertain nature and take into account the dependence among uncertain objectives in the UAV ISR mission planning …problem. In order to overcome the disadvantage in traditional approach, a new solution approach is introduced for obtaining the P E Pareto efficient routes for it, which involves transforming the original ISR mission planning problem into a single objective uncertain programming problem. Two specific compromise models are proposed using this new solution approach respectively, whose validity is proved theoretically. Finally, an application case study with 13 ISR targets is provided and solved. The results show that the proposed model and solution approach have excellent consistency and efficiency in solving the uncertain UAV ISR mission planning problem presented in this paper. Show more
