Abstract: Real networks often have incomplete information and complex characteristics, that is, their nodes or connecting edges are uncertain and indistinguishable. However, the concepts and methods of existing complex networks are not sufficient to address these problems. Based on rough set theory, in this paper we defined uncertainty in complex networks, developed key concepts, and studied the nature of complex networks. Using the conceptual design of rough complex networks, we then modeled third-party payment platform transactions on a rough complex network, and established an algorithm for building and programming such a network. Finally, we calculated the static geometrical characteristics of a rough network module of the complex network, and pointed out the practical significance of these static geometrical characteristics, thus illustrating the effectiveness and rationality in the concept design.
