Abstract: Manpower development efforts must constantly match the institutions' needs, the changes in roles and responsibilities of human resources, and new performance environments created or likely to be created by technological developments. This paper portrays the competence, limitations and new service requirements of library personnel working in scientific and technical libraries in India, and, with an analysis of these parameters, suggests what needs to be done for the education and training of future manpower. Scientists' views regarding performance of existing manpower have also been indicated. The study emphasizes the need for more practical computer courses and education and training of manpower in such a way that library personnel may be both subject specialists and information specialists.
