Abstract: The fundamental property of passionarity of any dogmatic intelligence, first discovered by L. Gumilyov in forming ethnoses in world history on the example of the Eurasian continent, was scientifically substantiated in this paper. The main causes, mechanisms of origin, and properties of passionarity, inherent in all types of dogmatic intelligence, including formal machines, are investigated. Presumably the phenomenon of passionarity is the moving force of emotions that contribute to rapid decision-making under conditions of uncertainty. Areas of the research development that allow to formalize the algebra and libraries of typical emotions are pointed to. The main research method is the universalization of phenomena.
