Users' needs versus response burden: How to maintain the balance

Abstract: The paper reviews some ideas and experiences of Statistics Lithuania in meeting new challenges and requirements for statistical information without increasing the burden on respondents. There is a great need to agree internationally on the definition of the ‘burden on respondents’. What do we all understand by it? How do we measure it? Would it be reasonable to develop a harmonised EU-wide indicator to measure the burden on respondents? To reduce this burden, it is important that complex steps are taken at organizational, strategic, and technological levels, including reducing the number of surveys and indicators, looking for other sources of information, and using technological measures if appropriate. Analysis of all of these steps has been carried out, although not every measure has resulted in tangible outcomes or met expectations. Much more should be done at the European level in order to define priorities and avoid additional burden on respondents and National Statistical Institutes.
