Abstract: Reviewers play a critical role in the publication process, the hallmark of
scientific advancement. Yet, in many journals, determining the contribution
of a paper is left to the reviewer's experience and good sense without
providing structured guidelines. This lack of guidance to authors and
reviewers increases uncertainty and variability in the usefulness of
reviews. We propose an approach, based on the Information Quality (InfoQ)
framework, that provides guideline scaffolding for the review process of
applied research papers submitted for publication in scientific journals.
