Obituary
I met Dr. Hukum Chandra at the International Statistical Institute (ISI) 2011 Conference, Ireland, and we had a picture together, as shown in Fig. 1.

We together visited the Broom Bridge where the Quaternions were first described by Irish mathematician William Rowan Hamilton in 1843, see in Fig. 2. Later we also had a lunch together in some Ireland’s Indian restaurant. Then in Summer 2018 we met again in Dr. Chandra’s office at IASRI, New Delhi. I entered in his office without any notice, but he was nice and due to a hot weather offered me a glass of juice. It is very sad that he passed away at a very early age.
Dr. Chandra had a passion for Statistics. He had earned his name in the Small Area Estimation and Survey Sampling already in a very early stage of career, and no doubt his work will be recognized in time. Dr. Hukum Chandra was a tireless and selfless volunteer for the journal Model Assisted Statistics and Applications. He will be missed but not forgotten.
