Abstract: This research mainly evaluates the synergistic effect of “dual carbon” and high-quality economic development from four aspects: carbon reduction, pollution reduction, green expansion, and economic growth. Firstly, an indicator system of synergistic effect evaluation is constructed, and a FOPA-Cloud evaluation model is proposed based on the FOPA (Fuzzy Ordinal Priority Approach) and Cloud model. Based on the evaluation of experts’ language variables, it is calculated that a province’s “dual carbon” and high-quality economic development generally belong to a high-level synergistic effect. However, further improvement is still needed in reducing carbon, pollution reduction, and green expansion. The tedious work of pairwise comparison can be overcome in the FOPA-Cloud model. Optimizing and solving to determine the weight of each indicator can not only determine the overall level but also analyze specific reasons, which can provide a basis for improving the synergistic effect of “dual carbon” and high-quality economic development.
