Abstract: In this paper, we investigate the hesitant fuzzy multi-attribute decision-making method based on entropy and prioritization relationship. Considering the double impact of priority levels of attributes and the dispersion degree of hesitant fuzzy elements, we propose a prioritized level weighted method based on entropy. The weighted method can guarantee a constant priority level of the attributes and distinguish the unity degree of expert opinions effectively. Then, we put forward the hesitant fuzzy prioritized level average (HFPLA) and hesitant fuzzy prioritized level geometric (HFPLG) operators based on the prioritized level weighted method. Furthermore, we discuss some desirable properties of the proposed operators. Finally, the practicability and effectiveness of the proposed methods are verified by numerical examples.
