Abstract: Interval-valued dual fuzzy set (IVDHFS), which allows the membership and non-membership degree of an element to a set represented by several possible interval-values, is considered as a powerful tool to express the hesitancy and uncertainty of objective world. In this paper, based on the Shapley Choquet integral, we propose two new operators for aggregating interval-valued dual hesitant fuzzy information: the Shapley interval-valued dual hesitant fuzzy Choquet ordered average (IVDHFSCOA) operator and the Shapley interval-valued dual hesitant fuzzy Choquet ordered geometric (IVDHFSCOG) operator. The extended operators characterize the interdependent characteristics between attributes. Furthermore, we discussed some desirable properties of these operators and the relationships between them in detail, such as idempotency, monotonicity, boundary and commutativity. Then, a new method for multiple attribute decision making is developed based on proposed operators under interval valued dual hesitant fuzzy information. Finally, a comparative analysis of the two methods is used to assess the possible emerging technology enterprises.
