Abstract: This paper proposes three types of aggregation operators for fuzzy numbers as an extension of the traditional ordered weighted averaging (OWA) operator; namely the fuzzy ordered weighted averaging (F-OWA) operator, the weighted fuzzy ordered weighted averaging (WF-OWA) operator and the ordered weighted fuzzy ordered weighted averaging (OWF-OWA) operator. Moreover, some corresponding properties of the three operators are investigated in detail. Furthermore, two fuzzy multi-criteria decision-making (MCDM) approaches, respectively based on the WF-OWA operator and the OWF-OWA operator, are developed. Finally, an example is given to show their feasibility and validity, together with a comparison analysis.
