Abstract: A tutoring model of an Intelligent Tutoring Systems (ITS) is developed that obeys teaching and evaluation strategies set by a human teacher while incorporating the profile and performance history of individual learners. This contrasts the traditional web-based tutoring systems that use only static pages for disseminating course-materials and miss the expertise of an experienced teacher. The developed system uses content dependency graph for deciding the content dissemination sequence and adapts itself to the evaluation strategy of human teacher using a Neuro-Fuzzy Reasoner (NFR). The proposed system is a web based system to make it available to vast population of learners which is of immense help to the developing countries where teacher student ratio is relatively poor. The system has been tested with a course on “Programming in C” and applying it on a vast number of students in a real life scenario. The result has been validated with that of the evaluation done using the expertise of a group of experienced human teachers.
