Abstract: As Georgia assumed independence from the former Union of Soviet Socialist Republics, healthcare institutions found themselves in need of foreign assistance. Through the U.S. Agency for International Development (USAID), much of the assistance from the United States took the form of partnership programs funded through the American International Health Alliance (AIHA). This article describes the development of the National Information Learning Center (NILC) and its role in the development of a new and sustainable health care system in Georgia. Specific steps in the project are described, including proposal development, planning, implementation, and evaluation and sustainability.
