Abstract: Modem society all over the world is faced with a host of problems and, as a result, Human Resource Development is at discount. Inequality in incomes leads to mad professionalism by the high-income groups and social neglect and economic deprivation in the low-income groups. The Human Resource Development Paradigm has been presented as the core for organising management ideas which should lead to ideal managerial systems. A practical project to verify the Hypothesis which has been stated is proposed. Vocational skills based on physical labour need to be organised and developed on sound managerial lines as a social challenge to create a focus for saving humanity plagued by unemployment on the one hand, and the spectre of robotronics on the other and the resultant anomy.
