International and regional cooperation in human resource development for information services in developing countries: a case study

Abstract: Mentions the activities of the Division of the General Information Programme of UNESCO in the area of information personnel development. Considers the UNDP-UNESCO project Postgraduate Training Course for Science Information Specialists in Southeast Asia (Manila project) as an example of productive international and regional collaboration for human resource development for information services in developing countries. The following features of the Manila project are briefly described: evolutionary background; programmes and activities; development of teaching aids and facilities, distribution of teaching aids and information technology transfer; characteristics of participants in the course; fellowships provision; admission requirements; faculty development programmes; project management including institutional framework, and mechanisms for feedback and monitoring.
